SOCIAL AUDIT – AN OPPORTUNITY FOR HUMAN RESOURCE MANAGEMENT IN LOCAL COMMUNITIES IN MALI

This work aims to point out some aspects of the devepmental education. It aims mainly to analyze the opportunities related to the practice of social auditing for the management of human resources in local communities of Mali. Indeed, decentralization is seen as a solution for local development through the approximation of the administration of the governed. It is effective in Mali for nearly two decades. It involves local people in the management of local affairs. This is done through the transfer of certain powers to communities and state resources. This is reflected by the desire to optimize the administrative management and local development. The organizational configuration of these communities mentions the need for the involvement of all forces. To this end, we find a logical causality between human resource management and change in communities. Thus, to achieve an efficient management of human resources, it has been shown that the social audit can be a capital contribution. Efficient management of human resources allows more participation in development actions. Therefore, it is of strategic importance for change.
The qualitative method, namely, information retrieval; free and semi-structured interviews with the actors involved or have knowledge in the field of local development; the participating surveys experiences in certain communities of Mali (Kolokani and Massantola between 2012 and 2014) have enabled us to achieve the research and this paper.
